In [the Law Gazette's] interview with Lord Carter, he says: ?The review will save ?100 million a year. That means it has only cost 0.15% of what it will save, for something so important?.  In the previous paragraph, we are told the review cost ?1.5 million. If this is how Lord Carter does his arithmetic, we have every reason to distrust his competence to reform legal aid.
