David Pannick: Gove is asking (most of) the right questions on justice

Last week, Michael Gove, the lord chancellor, gave his first policy speech on civil and criminal justice. It was an impressive analysis of the merits and defects of our legal system. He is asking many of the right questions. But he should not underestimate the challenges in implementing the necessary changes, and urgent action is required to improve access to justice.
