Criminals will face having their cars removed if they refuse to pay their fines under radical proposals to revamp the justice system.

Imprisonment of fine defaulters will be ended and replaced by new methods of making life "very unpleasant" such as arresting wages and deducting benefits if ministers follow the plans.
