Under the Zebra, Pelican and Puffin Pedestrian Crossings Regulations and General Directions 1997 reg.24(1)(a), the word "proceeding" in the phrase "to pass ... any other motor vehicle proceeding in the same direction", referred only to moving vehicles. An offence had not therefore been committed under that section where a taxi had overtaken standing traffic in the controlled area of a pedestrian crossing.
