Public concerns had to be addressed where a stranger contacted, stalked and kidnapped young girls and a three-year community rehabilitation order, following a conviction for kidnapping, was unduly lenient. However, the defendant's low mental functioning impacted on the criminality and sentence length and a sentence of 12 months' imprisonment would be substituted.
