Are human rights slipping down the political agenda?

To great fanfare, the Conservatives announced plans last autumn to scrap the Human Rights Act and replace it with a British Bill of Rights. A draft bill was promised. It never materialised, however, after senior Tory lawyers privately voiced concerns to the justice secretary Chris Grayling that a draft (The Times, January 15) was not fit for purpose.
