Words published by a newspaper were defamatory of the claimant. They meant that there were reasonable grounds to suspect that, because of his friendship with the Metropolitan Police Commissioner, he was a willing beneficiary of improper conduct and cronyism in respect to the award to his company of a series of police service contracts worth millions of pounds of public money that had not been put out to tender.
