ACPO response to The Times article on police leadership

"There are currently a large number of temporary chief constables as well as another group of chiefs who could soon retire. But it is a matter of fact that this situation has arisen as a result of the Home Office decision to refuse to allow full appointment of permanent chief constables, in order to enable incoming Police and Crime Commissioners to make their own selections. In a small number of cases where forces faced particular challenges, the view of the Senior Appointments Panel was that a permanent appointment to chief constable should be made, but the Policing Minister did not agree with that view.

"I remain absolutely confident that there are many talented and capable people in policing who have come through the Strategic Command Course and are ready to step into the most senior roles."
