5,000 petty criminals to dodge jail in new scheme

More than 5,000 petty criminals a year are set to escape prison under plans by the Scottish Executive to introduce suspended sentences, Scotland on Sunday has learned.

Ministers are considering introducing the "second chance" scheme in a bid to halt the number of minor offenders being recycled in and out of jail, which is forcing prison populations to breaking point.
