Although a cosmopolitan approach was necessary when the procedures of a foreign jurisdiction were unknown, as the courts should not seek to impose English procedure on a foreign jurisdiction, a judge had erred in granting an extradition order as it was not established whether the requesting state's prosecuting authority sought the alleged offender for prosecution or for investigation.
