The display of an advertisement on a vehicle would not be exempt from the need for planning consent by virtue of Class B in the Town and Country Planning (Control of Advertisements) (England) Regulations 2007 Sch.1 if the principal use of the vehicle at the time of display was advertising; the usual use of the vehicle at other times was not relevant. Therefore, a business that placed advertising boards on its vehicles at times when it did not need to use them could not benefit from the exemption.
