Evidence from telephone taps by the intelligence agencies should not be used in court, a government watchdog said yesterday.

Sir Swinton Thomas, a former judge responsible for monitoring the interception of telephone calls and emails, said it would be "damaging" to the agencies if such evidence was revealed in court.
