The secretary of state had reasonable grounds for concluding that an offender was involved in the radicalisation of another and that he had a strong intention of travelling abroad to participate in terrorist activity and perhaps subsequently returning to the United Kingdom to engage in terrorist-related activity and accordingly those conclusions were not flawed for the purposes of the Prevention of Terrorism Act 2005 s.3(10).
