There are more licensed premises than there are police in Scotland, the Association of Scottish Police Superintendents (ASPS) conference heard yesterday as senior police officers said alcohol continued to be a major law and order issue.

Officers said urgent action was needed to tackle Scotland's binge-drinking culture, which is costing the country more than #1 billion a year.
