An arresting authority had to establish that there were reasonable grounds for suspecting that an arrested person had committed an offence and had to be able to verify that there were such reasonable grounds, but an arrest would not be unlawful where the investigating officers had failed to complete reasonable enquiries that would have established that the grounds for reasonable suspicion did not exist.
