On an application for an enhanced criminal record certificate, a chief constable's disclosure of information to a criminal history disclosure service that was potentially damaging to the applicant, without first informing him of his decision and giving him the opportunity of withdrawing his application, amounted to a breach of the applicant's rights under the European Convention on Human Rights 1950 art.8.
