The Crown Court had drawn inferences and reached conclusions against the variation of a special hours certificate which were not founded on any properly admissible evidence. As a matter of good practice, a person intending to make representations under s.81B Licensing Act 1964 should give notice of those representations as if the intention were to oppose the grant of such a certificate.
