Extradition arrangements under the Extradition (Designated Commonwealth Countries) Order 1991 (Amendment) Order 1996 SI 1996/279 could be used in relation to someone convicted in South Africa for offences committed before the Order came into force. Extradition was not a penalty for the purpose of Art.7 European Convention on Human Rights.
