A 12-year sentence for an offence of conspiring to import cocaine in contravention of s.170 Customs and Excise Management Act 1979, which was contrary to s.1(1) Criminal Law Act 1977, was entirely appropriate for an appellant who had set up a "pipeline" for importing cocaine between Jamaica and England using innocent couriers, and accordingly his appeal was dismissed.
