Where an offence of affray, arising from confrontations between rival football supporters at a train station, fell within the Football Spectators Act 1989 Sch.1 and there were reasonable grounds to believe that making a football banning order would prevent violence or disorder in connection with football matches, the court had no discretion under s.14A(2) and a banning order had to be made.
