A jotting down of details before writing up a penalty charge notice in respect of a vehicle that was illegally parked did not amount to an attempt to issue a penalty charge notice within the meaning of the London Local Authorities Act 2000 s.5(1) , and a motorist who drove off before a penalty charge notice was attached to his vehicle was not preventing a parking attendant from issuing a penalty charge notice.
