In deciding whether a prisoner should be re-categorised from category A to category B, a decision-maker was entitled to have regard to any lack of offence-related work as a result of a denial of guilt but not any possible effects on any future decision as to parole. In the absence of special circumstances justifying category B status, despite significant risk to the public, a decision-maker was not required to further examine the risk of escape that a prisoner posed.
