The parole board was entitled to confirm a prisoner's recall to prison on the basis that there was an unacceptable risk that he would commit driving offences on his release on licence, although he was not originally imprisoned for such offences and although that represented a different reason to that relied on by the Secretary of State for the Home Department for revoking his licence.
