[2011] EWHC 817 (Admin)

The Secretary of State for Justice had not breached any obligation by refusing to extend the duty owed to prisoners sentenced to imprisonment for public protection, to make reasonable provision to enable them to demonstrate that any risk they posed no longer justified continued detention, to another life sentence prisoner.
