[2013] EWHC 1452 (Admin)

A prisoner had not demonstrated that procedural fairness required an oral hearing of the review of his categorisation as a Category A prisoner. The proper procedure in respect of a Category A review was for the prisoner to request an oral hearing before a paper decision had been made on his categorisation.
