[2013] EWHC 697 (Admin)

The Director of High Security had not erred in refusing to grant a prisoner's request for an oral hearing of his recategorisation. The Director had clearly fully understood the recommendations made in expert reports, and it seemed unlikely that he would have been assisted by requiring the experts to express their views personally and orally to him.
