The circumstances in which children held in secure training centres could be physically restrained were set out in the Secure Training Centre Rules 1998. The power in the Criminal Justice and Public Order Act 1994 s.9 to use reasonable force to ensure good order and discipline did not displace the Rules, and was to be read as a right to use force only where the Rules permitted it.
