A policy concerning recategorisation of category C prisoners to category D had been applied inflexibly, without consideration of the individual merits of each case, but it could not be said that the decisions were irrational or unlawful as the decisions referred to other factors and the prison authorities were better placed than the courts to determine what were matters of concern in each case.
