PUBLISHED October 14, 2005A case tribunal's decision to disqualify a local councillor for 18 months after he had breached a local authority's code of conduct by not treating others with respect was wrong: in the circumstances it was manifestly excessive and a disproportionate response to the councillor's conduct.
