Where a certificate issued by a prosecuting authority pursuant to the Social Security Administration Act 1992 s.116(3) as to the date on which evidence sufficient in the opinion of the authority to justify a prosecution came to its knowledge was valid, the certificate was determinative of that issue, and the court was prevented from going behind the certificate and considering whether sufficient knowledge had arisen at an earlier date unless the certificate was inaccurate or fraudulently obtained.
