In the course of determining a number of preliminary issues arising out of a libel claim brought by a solicitor against the Metropolitan Police Service the Chair of the Press Complaints Commission and the Commission itself, the court gave a ruling under CPR 53 PD 4.1 that words complained of in an email correspondence and subsequently repeated by the Chair of the Commission at an editor's conference were capable of being understood as suggesting that L had lied to a Parliamentary Select Committee in the course of its investigation into phone hacking.
