‘Magistrates are older and less diverse than 15 years ago’

Magistrates are the backbone of the justice system: they handle 95 per cent of all cases going through the courts. Their role is under scrutiny, however — with falling workloads in the courts and increasing numbers of cases handled through fixed penalties, are they becoming sidelined or anachronistic?
