Where an individual had put up a series of posters that consisted of the phrase "illegal immigrant murder scum", photographs of three black illegal immigrants who had recently been convicted of manslaughter, and the contact details of the British National Party, a magistrates' court had been entitled to conclude that the display was threatening or insulting and likely to cause alarm or distress, that the individual had been aware that it might be so, and that the public order offence was racially aggravated.
