Corrupt and illegal practices in respect of postal votes in two Birmingham wards were so prevalent that they had affected the result of local elections which had to be declared void. Breaches by the returning officer of the Representation of the People (England and Wales) Regulations 2001 were not by themselves enough to render the conduct of the election not substantially in accordance with the law of elections and had not affected the result of the poll under the Representation of the People Act 1983 s.48.
