Firework fines may be a shot in the dark, say police

David Blunkett's drive against firework yobs with on-the-spot fines may be difficult to enforce, chief constables admitted yesterday.

As bonfire night draws near commanders say that by the time that police respond to calls from the public that fireworks are being let off in the street, the offenders may have disappeared into the darkness.
