A new system for electronically tagging offenders out on bail is in danger of "meltdown" because of a lack of resources and loopholes in the law, legal and police leaders warned yesterday.

Opposition MSPs called on Cathy Jamieson, justice minister, to react to problems which have blighted a pilot scheme that began in Glasgow, Kilmarnock and Stirling last month.
