The offence of permitting the consumption of intoxicating liquor in licensed premises other than during permitted hours contrary to the Licensing (Northern Ireland) Order 1996 art.41(1)(a)(ii) was not one that could be committed only by the licence-holder. It could also be committed by the person in charge of the premises at the time the offence was committed.
