Plans for a single correctional agency in Scotland could be scuppered by the Liberal Democrats. Labour wants to merge the Scottish Prison Service with the criminal justice part of local authority social work departments.

However Labour's coalition partners, the Lib Dems, are not convinced by the wisdom of such an idea.
