The Commission first issued a consultation paper concerning CDS Direct on 4 May 2004. Following a review of the responses received, the Commission revised the proposed coverage of the CDS Direct pilot and issued a second consultation paper on 18 October 2004. This second consultation period closed on 30 November 2004.
