The requirement imposed on an operator under s.99(1) Transport Act 1968 to produce a record sheet required to be kept under Art.14(2) Council Regulation (EEC) 3821/85 conferred a power on the authorised officer to require the handing over of the record sheet on demand without prior notice and without having reason to believe that an offence under s.99(5) of the Act had been committed.
