There was nothing in class 8 Sch.3 Town and Country Planning (Control of Advertisements) Regulations 1992 SI 1992/666 to suggest that an advertisement could not be placed on purpose-built hoarding, and there was no reason why a building site should not be enclosed with a purpose-built advertising hoarding.
