In the circumstances, costs imposed following a conviction of an offence contrary to the Town and Country Planning (Control of Advertisements) Regulations 1992 and the Town and Country Planning Act 1990 s.224 and the imposition of the maximum fine then applicable were excessive and fell to be reduced.
