Blunkett targets worst criminals

The 5,000 most prolific criminals in England and Wales are to be constantly tracked by satellite under plans being unveiled by the Home Office.

As well as tagging serious offenders, Home Secretary David Blunkett wants to target those causing a public nuisance.
He also plans to give the public power to make sure law measures are being used in their local areas.
