The government has long been clear about the need for legislation that provides law enforcement and the security and intelligence agencies with the powers that they need to obtain intelligence and evidence in a world of internet-enabled communications, as well as providing clarity and reassurance about how those powers are used. I believe the draft Investigatory Powers Bill, published yesterday for pre-legislative scrutiny, does both of those things.
