The secretary of state had been entitled to make an order permanently prohibiting a teacher from teaching, even though a professional conduct panel had recommended a review after two years. The teacher had been imprisoned for 18 months for a number of offences arising from an incident in which he had behaved in a threatening manner towards three children, and to allow him to teach again would damage the reputation of the teaching profession.
