Section 28(3) Police and Criminal Evidence Act 1984 required a police officer to advise an arrested person of both the grounds of arrest and the specific general arrest condition that the officer intended to rely upon. The recorder was wrong in law to have concluded that a police officer had to demonstrate a causal link between the two issues, and accordingly the arrest was not unlawful.
