Thousand of private landlords, including homeowners who joined the buy-to-let boom, face being punished for the behaviour of anti-social tenants, it was claimed yesterday.

Under new plans issued by ministers, landlords who are unable or unwilling to control unruly tenants could be served with anti-social behaviour notices, ordering them to sort out the problem.
