The UK Border Agency's "Enforcement Instructions and Guidance" did not set out exclusive categories of circumstances where a person in immigration detention was to be detained in a prison rather than an immigration removal centre. The decision was an operational one, to be based upon good management of immigration removal centres and on the safety and welfare of staff and other detainees.
