Red tape hinders crime fighting, says thinktank

Policing is being dragged down by poor entrance standards and training and too much red tape, according to a report by the thinktank Politeia.

The author, Anthony Howlett Bolton, a former Bedfordshire deputy chief constable, said bureaucracy, rigid targets and initiatives designed to serve their political masters, hindered police.
