The Proceeds of Crime Act 2002 (External Requests and Orders) Order 2005 gave the Crown Court no jurisdiction to make a restraint order over property outside England and Wales pursuant to a request by an overseas authority. The natural meaning of the provisions of the Order was that a restraint order must be restricted to property within England and Wales, and there was no reason not to give the Order its natural meaning.
